En el presente artículo se estudia la crítica que ha formulado al liberalismo el filósofo canadiense Charles Taylor. Se plantea en el trabajo la hipótesis de que dicha crítica se sustenta en una filosofía de carácter comunitarista, la que puede servir de base a un proyecto de convivencia social distinto al liberal. Como parte de ese planteamiento, se expone la posición de Taylor frente al debate que durante los últimos veinte años, aproximadamente, se ha venido desarrollando entre filósofos liberales y (...) comunitarios, especialmente en el mundo anglosajón. A partir de una visión general sobre esa discusión, se analizan aspectos centrales del pensamiento tayloriano. (shrink)

Identificar el concepto de nación que tenían los hombres que decidieron la emancipación de la corona española implica un trabajo importante de interpretación, pues la evolución de dicha idea es un fenómeno bien conocido por los historiadores de los conceptos. En tal sentido, el presente análisis ayuda a comprender el contexto de una discusión nunca acabada, y como bien se señala en las palabras finales: “La Junta de Gobierno de 1810 debe ser una de las creaciones más originales de la (...) historia institucional chilena. No obstante, si bien su formación marca uno de los quiebres más profundos de nuestro pasado, no es revolucionaria en sí”. (shrink)

Resenha do livro Yirmiyahu Yovel, Kant’s Philosophical Revolution: A Short Guide to the Critique of Pure Reason.

This paper presents the design, simulation, and experimental verification of the fractional-order multiscroll Lü chaotic system. We base them on op-amp-based approximations of fractional-order integrators and saturated series of nonlinear functions. The integrators are first-order active realizations tuned to reduce the inaccuracy of the frequency response. By an exponential curve fitting, we got a convenient design equation for realizing fractional-order integrators of orders from 0.1 to 0.95. The results include simulations in SPICE of the mathematical description and the electronic implementation (...) and experimental measurements that confirm them. Monte Carlo and sensitivity tests revealed a robust realization. Contrary to its passive counterparts, the suggested realizations significantly reduce design and implementation efforts by favoring resistors and capacitors with commercial values and reducing hardware requirements. A presente tradução é do texto que John Burnet (1863-1928) leu para a Academia Britânica em 2 de julho de 1924. O texto foi publicado naquele mesmo ano nos Proceedings of the British Academy, e também integra a coletânea póstuma de escritos de Burnet, Essays and Addresses, publicada em 1929. O tema principal é acerca do estabelecimento de uma cronologia das obras de Aristóteles, cuja discussão é marcada pela, então, recente publicação de um livro de Werner Jaeger sobre Aristóteles.

En la actualidad existe una divergencia entre el consentimiento informado vigente con las necesidades particulares de las Unidades de Terapia Intensiva, mismas que se caracterizan de las demás áreas de salud intrahospitalarias puesto que los pacientes se encuentran bajo sedoanalegesia. Esta situación impide a los pacientes la toma de decisiones y expresión de su voluntad en relación con los procedimientos que incluyen durante su tratamiento médico debido a una situación emergente o planificada. Otros países han respondido a esta necesidad al (...) implementar un documento legal que aborde todas estas inquietudes tanto para el paciente, familia como para el personal médico. Además, parte de esta problemática incluye el no cumplimiento de la Ley de Protección de Datos Personales debido a que el material audiovisual obtenido de los pacientes en el área crítica no es respaldado por el permiso escrito de los involucrados. El artículo problematiza el abordaje de la ética en la investigación en psicología con infancias en el siglo XX y su articulación con los códigos y principios éticos. Se elaboran tres puntos de inflexión con la literatura en la materia, a saber: (1) un cuestionamiento en la producción de universales que ponen siempre la exclusión de un singular susceptible de ser sometido a suplicio, (2) desplazamiento de la idea de que existe una buena y una mala lectura de los documentos (...) prescriptivos para instalar un énfasis en la multiplicidad de lecturas y usos que se desprenden de los marcos legales, normativos, deontológicos y heurísticos; y (3) una observación de la figura del investigador realzando su carácter marcado en una posición dentro de dinámicas socio-histórico-materiales. Son abordados dos casos de experimentación con infancias en psicología, correspondientes al caso del Pequeño Albert por John B. Watson y Raslie Rayner en 1920, y el protocolo experimental de la Situación Extraña realizado en la década de 1970 por Mary Ainsworth y que fue la base de la Teoría del Apego inventada por John Bowlby. Se concluyen una serie de desafíos para la formación en ética de la investigación en psicología que exceden los márgenes de un enfoque centrado en el conocimiento y manejo de marcos legales, normativos, deontológicos y heurísticos para la resolución de dilemas éticos. The progress of Mathematics during the nineteenth century was characterised both by an enormous acquisition of new knowledge and by the attempts to introduce rigour in reasoning patterns and mathematical writing. Cauchy’s presentation of Mathematical Analysis was not immediately accepted, and many writers, though aware of that new style, did not use it in their own mathematical production. This paper is devoted to an episode of this sort that took place in Spain during the first half of the century: It (...) deals with the presentation of a method for numerically solving algebraic equations by José Mariano Vallejo, a late Spanish follower of the Enlightenment ideas, politician, writer, and mathematician who published it in the fourth (1840) edition of his book Compendio de Matemáticas Puras y Mistas, claiming to have discovered it on his own. Vallejo’s main achievement was to write down the whole procedure in a very careful way taking into account the different types of roots, although he paid little attention to questions such as convergence checks and the fulfilment of the hypotheses of Rolle’s Theorem. For sure this lack of mathematical care prevented Vallejo to occupy a place among the forerunners of Computational Algebra. (shrink)

The research is developed with the use of deductive and descriptive analytical methods used to obtain information on doctrine and jurisprudence and to establish and describe specific situations in the field of Ecuadorian Medical Law respectively. The main objective is to provide scientific and doctrinal tools to understand guilt in cases of omissive conduct in Ecuadorian medical practice, as well as its comparison with other countries such as Colombia, Mexico, Cuba and Argentina, the results of the research show that the (...) doctrine in the relationship to the categories of Omission, Guilt, Guarantor Position and Permitted Risk is broad and is based on scientific-doctrinal advances of the Normative Conception of Guilt comprised between 1995 and 2022. To establish useful criteria and conclusions, the discussion focuses on defining what is considered “guilty” in the context of Medical Law, highlighting the importance of elements such as the objective duty, the harmful result and the analysis of the concomitant circumstances, emphasizing the importance of considering the context and development of the facts in cases of omissive conduct in medicine and not only the result. In relation to omissions in criminal law, a distinction is made between proper and improper and finally, it concludes by suggesting the modification of article 146 of the Organic Integral Criminal Code to guarantee due process and a effective judicial protection in matters related to health in Ecuador, specifically with regard to causality in cases of omissive conduct. This article reviews the didactic units in biology and environmental education in the context of Latin America, analyzing their design, implementation, and effectiveness in the teaching of environmental and biological topics. Through a literature review and case analysis, the most commonly used teaching strategies are identified and their impact on student learning is evaluated. It highlights best practices and proposes recommendations to improve the quality of biology and environmental education in the region.

The main intention of this scientific article was to review the technical skills and social skills achieved with digital literacy in students of the San Isidro Rural Educational Institution in Santa Rosa de Osos, Antioquia, Colombia. It was sheltered under the theoretical postulates of Area, Gutiérrez and Vidal (2012), Cornachione (2006), Fonseca (2011), among other experts in the area that is developed; The study on digital literacy is framed in positivist thinking, since the variable was measured to compute derivations, then (...) it was verified by descriptive statistics in which sequelae were compared with the assumptions and then, to outline the offer that aims to convert what is shown in the present article. The population of this study was eighty-two (82) individuals, including pedagogues and schoolchildren from the San Isidro Rural Educational Institution in Santa Rosa de Osos, Antioquia, Colombia. Specifically, the essence of the dissertation is that, once the corresponding digital literacy has been carried out in the students by the educational students, the progress of teaching skills is achieved through the diligence of actions using the Chamilo virtual medium, cognitive learning issues will be optimized, as well as educational progress in the educational entity. The emergent Coronavirus Disease 2019 caused by the Severe Acute Respiratory Syndrome Coronavirus 2 could produce a maternal immune activation via the inflammatory response during gestation that may impair fetal neurodevelopment and lead to postnatal and adulthood mental illness and behavioral dysfunctions. However, so far, limited evidence exists regarding long-term physiological, immunological, and neurodevelopmental modifications produced by the SARS-CoV-2 in the human maternal-fetal binomial and, particularly, in the offspring. Relevant findings derived from epidemiological and preclinical models show that a MIA (...) is indeed linked to an increased risk of neurodevelopmental disorders in the offspring. We hypothesize that a gestational infection triggered by SARS-CoV-2 increases the risks leading to neurodevelopmental disorders of the newborn, which can affect childhood and the long-term quality of life. In particular, disruption of either the maternal or the fetal cholinergic anti-inflammatory pathway could cause or exacerbate the severity of COVID-19 in the maternal-fetal binomial. From a translational perspective, in this paper, we discuss the possible manifestation of a MIA by SARS-CoV-2 and the subsequent neurodevelopmental disorders considering the role of the fetal-maternal cytokine cross-talk and the CAP. Specifically, we highlight the urgent need of preclinical studies as well as multicenter and international databanks of maternal-fetal psychophysiological data obtained pre-, during, and post-infection by SARS-CoV-2 from pregnant women and their offspring. Studies investigating the relationship between artificial intelligence and science tend to adopt a partial view. There is no broad and holistic view that synthesizes the channels through which this interaction occurs. Our goal is to systematically map the influence of the latest AI techniques on science. We draw on the work of Nathan Rosenberg to develop a taxonomy of the effects of technology on science. The proposed framework comprises four categories of technology effects on science: intellectual, economic, experimental and instrumental. (...) The application of the framework in the relationship between ML/DL and science allowed the identification of multiple triggers activated by the new techniques in the scientific field. Visualizing these different channels of influence allows us to identify two pressing, emerging issues. The first is the concentration of experimental effects in a few companies, which indicates a reinforcement effect between more data on the phenomenon and more capacity to commercialize the technique. The second is the diffusion of new techniques lacking in explanation throughout the fabric of science. The value of this article is twofold. First, it provides a simple framework to assess the relations between technology and science. Second, it provides this broad and holistic view of the influence of new AI techniques on science. More specifically, the article details the channels through which this relationship occurs, the nature of these channels and the loci in which the potential effects on science unfolds. (shrink)

The climate crisis has implications for the idea of justice. The paper explores this idea to inquire whether climate change wrongs animals and, if it does, how these wrongs are constitutive of an injustice. The first question is answered in the positive to then propose an answer to the second question through an account of climate injustice articulated as a problem of distribution of ecological space. On that basis, the general conclusion of the paper is that at least some harms (...) suffered by animals are constitutive of climate distributive injustices. They are cases of wrongful appropriation of ecological space, that is, of the benefits that the Earth’s life-support systems and its physical resources provide to sentient animals. In environmental ethics, the legal and political representation of non-humans is a widespread aspiration. Its supporters see representative institutions that give voice to non-humans’ interests as a promising strategy for responding to the illegitimate worldwide exploitation of non-human beings. In this article I engage critically with those who support this form of representation, and address two issues central to any account concerned with the legal and political representation of non-human living beings: what should be represented? And what are the conditions (...) of such a representation? This paper starts by establishing a prima facie case that disadvantaged groups or individuals are more likely to get a chronic disease and are in a disadvantaged position to adhere to chronic treatment despite access through Universal Health Coverage. However, the main aim of this paper is to explore the normative implications of this claim by examining two different but intertwined argumentative lines that might contribute to a better understanding of the ethical challenges faced by chronic disease health policy. The (...) paper develops the argument that certain disadvantages which may predispose to illness might overlap with disadvantages that may hinder self-management, potentially becoming disadvantageous in handling chronic disease. If so, chronic diseases may be seen as disadvantages in themselves, describing a reproduction of disadvantage among the chronically ill and a vicious circle of disadvantage that could both predict and shed light on the catastrophic health outcomes among disadvantaged groups—or individuals—dealing with chronic disease. About thirty years ago, when the Internet started to be commercialised, access to the medium became a topic of research and debate. Up-to-date evidence about key predictors, such as age, is crucial because of the Internet's ever-changing nature and the challenges associated with gaining access to it. This paper aims to give an overview of New Zealand's Internet access trends and how they relate to age. It is based on secondary analysis of data from a larger online panel survey with (...) 1,001 adult respondents. The Chi-square test of independence and Cramer's V were used in the analysis. The study provides new evidence to understand the digital divide. Specifically, it uncovers a growing disparity in the quality of Internet connectivity. Even though fibre is the most common type of broadband connection at home, older adults are less likely to have it and more likely to use wireless broadband, which is a slower connection type. Additionally, a sizable majority of people in all age categories have favourable opinions on the Internet. Interestingly, this was more prevalent among older people, although they report an increased concern about the security of their personal information online. The implications of the results are discussed and some directions for future research are proposed. (shrink)

Chronic diseases are the main disease burden worldwide, leading to premature deaths and poor individual and population health outcomes. Although modern medicine has made significant progress in developing effective treatments, only around 50% of people follow long-term treatment recommendations in high-income countries and presumably even less in low-income and middle-income countries.1 Health outcomes for chronic diseases follow a social gradient across socioeconomic groups, suggesting that the 50% adherence rate distributes unequally across social groups, affecting those who live in disadvantage the (...) most despite universal health coverage.2 Bioethicists have largely ignored inequalities that arise from differences in adherence to long-term treatments and the importance of the ethical dimension of chronicity for clinical practice. As I discuss in detail elsewhere, the concept of ‘chronic disease’ lacks a successful and agreed definition, failing to be structured in a traditional way and allowing for a disjunctive group of diseases to fall under the concept.3 Still, the main element that helps distinguish ‘chronic diseases’ from all other diseases is their long duration, so the noun chronicity can help demarcate and identify the nature of ‘chronic disease’. Drawing on conceptual analysis and phenomenological research on illness that highlight the tension between the cyclical and static elements of chronic disease, I have argued that chronicity has a phenomenological sense beyond its …. The COVID-19 pandemic highlighted the importance of internet access across various aspects of life, from remote work and online education to healthcare services and social connections. As we transition to a post-pandemic era, a pressing need arises to update our understanding of the multifaceted nature of internet access. This study is one of the first attempts to do so. Using survey data from New Zealand adult internet users (n=960), it compares internet connection types, frequency of internet use at home, social (...) media use, and concerns about online risk between people with and without disabilities. Results show people with disabilities have restricted fibre access and higher wireless broadband (a much slower connection type). People with disabilities use social media platforms less and are more concerned about certain online risks. The findings highlight persistent disparities in internet access for people with disabilities in the post-pandemic era. Implications of the study are discussed. (shrink)

To explore social media use in New Zealand, a sample of 1001 adults aged 18 and over were surveyed in November 2021. Participants were asked about the frequency of their use of different social media platforms (text message included). This report describes how often each of the nine social media sites and apps covered in the survey are used individually on a daily basis. Differences based on key demographics, i.e., age and gender, are tested for statistical significance, and findings summarised.

According to the brain drain argument, there are good reasons for states to limit the exit of their skilled workers (more specifically, healthcare workers), because of the negative impacts this type of migration has for other members of the community from which they migrate. Some theorists criticise this argument as illiberal, while others support it and ground a duty to stay of the skilled workers on rather vague concepts like patriotic virtue, or the legitimate expectations of their state and co-citizens. (...) In this article, on the contrary, we suggest that the liberal conception of states’ legitimate political authority demands, and not just permits, that developing states from which migration of skilled workers occurs set up contractual mechanisms. These mechanisms will ensure that state-funded training in the health sector is provided against a commitment on the part of future professionals to reciprocate with their services for the benefits obtained. If one of the conditions for the state to maintain legitimate political authority is to provide basic services such as healthcare to its subjects (while respecting at the same time their autonomy and freedom), then this is what developing states affected by the brain drain ought to do. What we call the authority-based approach to the brain drain also helps to clarify the obligations that other states have not to interfere with these contractual mechanisms when they exist, and not to profit from their absence. Inspired by FIFA’s legal instruments of training compensation and solidarity mechanism for the transfer of players, we conclude by suggesting a plausible global policy to complement this authority-based approach. While children’s experiences of online risks and harm is a growing area of research in New Zealand, public discussion on the matter has largely been informed by mainstream media’s fixation on the dangers of technology. At best, debate on risks online has relied on overseas evidence. However, insights reflecting the New Zealand context and based on representative data are still needed to guide policy discussion, create awareness, and inform the implementation of prevention and support programmes for children. This research report (...) presents findings from a quantitative study regarding different aspects related to risks and online safety. It looks at the online experiences that children find bothersome and upsetting and explores the hurtful behaviours they encounter or engage in, both online and in person. Evidence regarding exposure to different types of potentially harmful online content is also presented. Another relevant contribution is the insights related to excessive internet use.The findings presented in this report are based on data from 2,061 New Zealand children aged 9-17. We hope the findings will contribute to the development of policies, practices and services designed to support New Zealand children to safely take advantage of the opportunities available to them online. Research and practice about self-determination in the context of disability has centred on teaching skills and providing support to help people with impairments to be independent. However, limited research exists about the impact of Information and Communication Technologies, in particular social media and mobile devices, on the development of self-determination skills among people with disabilities. This paper presents the findings of a qualitative study which collected data from observations, a researcher diary, focus groups, individual interviews and data from social media. (...) The focus of the study was on young people with vision impairments who were transitioning to university life. The study found that the participants developed self-determination skills by using and adapting collaborative and interactive online tools and mobile devices according to their transition needs. While children’s interaction with digital technologies is a matter of interest around the world, evidence based on nationally representative data about how integrated these tools are in children’s everyday life is still limited in New Zealand. This research report presents findings from a study that explores children’s internet access, online skills, practices, and opportunities. This report is part of Netsafe’s research project Ngā taiohi matihiko o Aotearoa - New Zealand Kids Online, and our first publication as a member of Global (...) Kids Online. Generating insightful, reliable evidence about New Zealand children’s online experiences is vital to develop adequate support that reflects children’s experiences and needs. This, in turn, will help them to manage online risks and potential harm from behaviours such as cyberbullying, harassment, and other forms of abuse and intimidation. (shrink)

Research on transition to higher education and young people with disabilities has increased in recent years. However, there is still limited understanding of transition issues and how digital technologies, such as social media and mobile devices, are used by this group of students to manage these issues. This article presents the findings of an empirical study that addressed this matter based on young people’s views and experiences. The qualitative study was conducted in the context of a group of students with (...) vision impairments transitioning to a New Zealand university. The findings draw from observations, a researcher diary, focus groups, individual interviews, and data from social media. The study shows that, like their non-disabled peers, the students actively engaged with interactive and collaborative digital technologies to make sense, individually and collectively, of different transition issues before, during and after the first academic trimester of their university journey. Due to the Covid-19 pandemic, employees from around the world were compelled to work remotely from home and, in many cases, without much preparation. A substantial body of international research has been conducted on the experiences and attitudes of remote workers as well as the implications of this phenomenon for organisations. While New Zealand research evidence is growing, most existing inquiry is qualitative. This paper provides a quantitative snapshot of remote working using survey data from participants whose jobs can be (...) done from home (n=415). Data collection took place when the country was facing Covid-related measures. -/- Based on descriptive and inferential statistics, it was found that, not only was remote working common, but that hybrid working arrangements were also more prevalent. While half of the participants wanted to work from home more frequently, age, but not gender, was significantly associated with this preference. Another relevant finding is that perceived change in the workplace culture due to flexible work arrangements was significantly associated with preference for working remotely more often. Finally, the most common perceived barriers to working from home were slow internet speed, the need to attend face-to-face meetings, and limited space at home to work. The implications of the results are discussed and some directions for future research are proposed. (shrink)

Over the last ten years the sharing of nude images or videos (sometimes known as “sexting”) by young people has emerged as a concern. Despite this, no research had been conducted on the prevalence of the sharing of nudes among young New Zealanders. This study addresses this and raises important questions for all those with a role in supporting young people’s healthy development. We believe this report makes an important contribution to the overall understanding of young people’s experience of these (...) behaviours. However, it only provides a snapshot, and more work is required to understand how best to support young people as they navigate the challenges and potential risks. This research report presents findings about the extent and nature of digital self-harm among New Zealand teens. Digital self-harm is broadly defined here as the anonymous online posting or sharing of mean or negative online content about oneself. The report centres on the prevalence of digital self-harm (or self-cyberbullying) among New Zealand teens (aged 13-17), the motivations, and outcomes related to engaging in this behaviour. The findings described in this report are representative of the teenage population of New Zealand by (...) gender, ethnicity and age. Key findings are: Overall, 6% of New Zealand teens have anonymously posted mean or negative content online about themselves in the past year. Teenagers’ top reasons for this behaviour were: making a joke, wanting to show resilience, looking for friends’ sympathy, and seeking reassurance of friendship. By exploring the nature and extent of this behaviour, we are providing the online safety community, schools and parents with insights about a complex and, to some extent, hidden phenomenon involving New Zealand teens. El presente manuscrito intenta, a través de una sucinta reflexión, dar cuenta de cómo el cuidado de sí rescatado por Foucault podría ser comprendido como una alternativa para superar los mecanismos identitarios de control neoliberal, gracias a la relación activa que el sujeto desarrolla con la verdad. En el entendido de que el abandono del espacio de la norma y el conocimiento por parte de aquella, y su ubicación al servicio de la autoconformación del sujeto favorecería el desarrollo de una (...) relación plena y coherente de cada individuo consigo mismo. One of the first things striking readers of Criminal Law Conversations is its unusual methodology. The editors of this volume have put together 31 conversations around as many cutting edge and influential articles. This article considers critically some discussions representative of each of the book’s three parts: Principles, Doctrine, Administration and provide a glimpse of the richness and variety of Criminal Law Conversations.

The internet offers adolescents a huge window of opportunities, but these opportunities are not always exempt from risks. Indeed, many young people are nowadays confronted with spam, gruesome or violent images and content including pornography, drugs, racism, and even suicide. We surveyed 815 Flemish 15- to 19-year-olds about the online risks they have been confronted with and on how they cope with these risks. We controlled for digital literacy levels, socio-demographics and personality traits. Interestingly, our research shows that not only (...) adolescents with a high level of internet literacy but also those with lower internet literacy levels, such as youths enrolled in vocational education, tend to be more frequently exposed to online risks. Also worthwhile noting is the fact that a high level of self-confidence positively correlates with exposure to risky online content. In general, adolescents do not consult anybody when it comes to coping with risks and negative experiences online. However, a good parent-child relationship pays off as kids with a good parental relationship encounter aggressive, sexual or value-based content less frequently. (shrink)
